The role and mission of the CESCE
The Economic, Social, Cultural and Environmental Council (CESCE) is a key advisory body for Saint-Barthélemy. Its main mission is to support the collectivity in shaping public policies by providing informed recommendations on a wide range of topics: health, energy, mobility, rent control, and culture.
Although it has no decision-making power, the CESCE acts as a body of strategic reflection. Thanks to its expertise, it influences the collectivity's decisions by studying complex issues and commissioning expert reports. These works help shape projects that directly affect the lives of residents and the future of the island.
The importance of the CESCE for St Barth
Without the CESCE, many critical matters could lack the expertise required to move forward. This body is the guarantor of a balanced approach that includes the voice of the island's different socio-economic sectors.
François Pécard: a deeply rooted commitment
François Pécard served for six years on the CESCE as a qualified personality appointed by the Prefect. Recognised for his humanism and his strategic vision, this architect found in this role a way to contribute to the development of the island.

Why get involved in the CESCE?
François saw the CESCE as a way to share his experience and ideas on matters close to his heart. As a member, he took part in regular meetings, actively contributing to the analysis of files and the formulation of recommendations.

The end of his term: a natural renewal
Last July, François's term on the CESCE came to an end. As he himself emphasises, this non-renewal did not affect him:
“I find it only natural that things rotate, that others take up the baton. It is a good thing to have fresh blood.”

The renewal of the CESCE is carried out through a selection of qualified personalities and representatives of the island's key socio-economic sectors. Each member brings specific expertise, whether in construction, commerce, tourism or other essential fields.
Life after the CESCE for François Pécard
Although he is no longer a member of the CESCE, François remains involved in the life of St Barth. He continues to weigh in occasionally on matters of importance to the island, often on a voluntary basis.
“I very much appreciate my current role as a pro bono consultant. It allows me to keep contributing while taking a little more time for myself and my personal projects.”
A key role, even after the CESCE
The CESCE remains an indispensable institution for informed decision-making in Saint-Barthélemy. François Pécard, through his commitment and his vision, left a distinct mark on this body.
